Yesterday, Senators Dick Durbin (D-IL) and Chuck Grassley (R-IA) released a press statement asking companies who specialize in offshore outsourcing to release information on their use of the H-1B Visa.
Well, look at how these companies think trading people is a WTO USTR issue!
I am taking it up with the US trade representatives that such letters are better written through the US TR’s than being written to companies because it causes lack of predictability. In this, I have expressed concern. Services are an ongoing part of our negotiations in the WTO and will form an important component, and anything, which viciates the atmosphere of these service negotiations will not lead to a breakthrough, which we are looking forward to.
The GALL of this guy, the outrageous insolence, the effrontery, look, he is giving OUR Senators a WARNING!
This is what Durbin and Grassley said:
More and more it appears that companies are using H-1B visas to displace qualified, American workers,” Grassley said. “Now, as we move closer to debate on an immigration bill, I continue to hear how people want to increase the number of H-1B visas that are available to companies. While we all are examining this new Trade Deal and thankfully Public Citizen is analyzing, yet another Corporate cheap labor agenda item is potentially about to be passed, brokered in back room deals and going unnoticed.

The bill, S.1348 : A bill to provide for comprehensive immigration reform and for other purposes. From the congressional record:The text of S.1348 has not yet been received from GPO. In other words, the bill is not available to the public for review.
Yet the renamed S.1348 is supposedly S.2611, the “comprehensive” immigration reform bill that has massive H-1B Visa increases, yet even more guest worker Visas and even a method to turn our University system into a glorified green card machine.
The text is not even presented to the public, yet this is supposedly the Senate business of May 14th, which is tomorrow!!!!.
So, why is it that we have H-1B Guest worker Visas in this mix when it has been shown repeatedly that
THERE IS NO TECH WORKER SHORTAGE!
Here is even more accurate research details from the Economic Policy Institute
Why is it that we have these bills:
H.R. 4378, Pascrell
Defend the American Dream Act
HR 3381 DeLauro, L-1
L-1 Nonimmigrant Reform Act
and even the very…

Senator Dick Durbin gave a damning May 8th Floor speech on H-1B guest worker Visas. It’s clear this Democrat is trying to do something about an injustice, that affects all of working America and we need to support Dick Durbin and Grassley in this effort.
Realize what they are up against here: the massive Corporate lobbyists, their own colleagues representing special interests…and look over the flip at what India is threatening via the WTO, GATS mode 4 in their efforts to labor arbitrage our jobs.
Shri Kamal Nath, Union Minister of Commerce & Industry, has said that the US move on utilisation of the special H1B visa by Indian IT companies restricting movement of skilled professionals would have an adverse impact on the rapidly expanding services trade and has warned that it would be difficult for India to enhance its commitments in the services negotiations in the World Trade Organisation (WTO) unless there is forward movement by trading partners like US in such areas.

India is not only claiming people and immigration policy are something to be traded, they also are giving a veiled threat in my view with this press release.
Shri Kamal Nath goes further to appeal to the Bush administration (remember Outsourcing is…
